It decides whether now is a reasonable moment, not just whether something is due. Everything it holds back is listed with a reason — a system that goes quiet should be able to say why.

Not time spent and not notifications sent. What matters is how often it offered something useful and she said yes — and how rarely it interrupted her for nothing.

What it knows right now

Everything Handled has in mind when it answers. It stays this size as the months go by — that's the part that keeps it from getting vague.
